Since the tooltip gives no mechanics for the skill it grants I looked it up on this database/website (which is excellent btw, many thanks for creating and maintaining this!) I was wondering if the below description (cut and pasted from the Graceful Dusk entry) is accurate? 3%? If so it seems quite weak for it's level.
